As I guess the authorities dodn't understand that the type of houses and structure of locations where people live more important then the type of railroad transport they time by time want to develop.

Also in the train you need to share you private space around you with someone other. And if Japan it will be usually Japanese with good behavior, but in states you can easily met a member BLM on the neibour seat.
