We are strongly told that this is the most influential, respectable and just international organization. It conceived, created, located in USA and funded mainly too by U.S.
For declaring everything that is possible, the main thing was not prescribed - it is responsibility for the fulfillment of these very declarations. In fact, having untied the hands of the creators, allowing them to do everything they want, having taken the UN mandate, and in the eyes of ordinary observers, try to make their activities look like the whole world wants it. Which however does not always work out.
They do not formally have a decisive vote. The main organization within the UN, the Security Council consists of five states, and it seems that the decision is made collectively and they all have the same weight, and any of the five most important states has the right to veto.
There are five countries on the UN Security Council. Russia USA England France and China. Recall that the United States grew out of England, and France for several centuries was one country with England.
Hence the decisions made by this council. If there are disagreements, it with Russia and China. And if it is necessary to take action against someone and Russia and/or China are disagreement, then this Security Council is simply forgotten.
In 2003, they invaded Iraq without him, in 2011 in Libya, and now they are trying to deal with Syria. Everyone knows about this, but only politicians and journalists remember the existence of UN mandates.
Therefore, the UN is now just a tribune, giving the countries not noticeable in world politics the opportunity to appear before the world, reminding them that they exist. And the creators are even more dominant over others, either convincing them that they are right or openly mocking others.
